Can We Ever Pluck A Rare Flower Edition Three (The Final One)

This is the final edition of the series that I have been writing. This is an experiment so please comment below on what you think of this format or if you want some tweaks to be made. I am looking forward to your feedback!
As I had previously said, plucking a common flower is quite
safe as they are common. The other thing that I said was that when you pluck a
rare flower then that leads to more disaster, faster. This will also start to
make the flowers go extinct. So the most obvious system would be to not pick
any rare flowers correct? This solution actually brings an abundance of
problems such as the fact that certain flowers have healing effects or that the
flower may be needed to combat a pandemic or another issue. Perhaps there is a
rare flower that is able to heal people with Coronavirus, leading to an
extremely effective vaccine. If the only thing that is standing in the way of
making this vaccine is a law against plucking rare flowers, then millions of
people with get sick and many will die.
This is not the best example as if there was such a pressing
thing then the government would probably allow scientists to pick a few
flowers. However, what is important? When is something so pressing that
scientists will be allowed to pluck rare flowers? For example, we all know that
at first there were around 5 deaths or so from the Coronavirus. What if some
scientists knew that the flower had the right properties to combat it? Would
simply the ability to combat a disease be enough to allow scientists to pluck a
flower? Or would there need to be a certain number of deaths before any of this
is allowed? These are the sort of problems that there will be with most
solutions for complicated problems like these.
Here is my solution to this sort of problem. If many
scientists are working to combat the same problem, and many of them are using
this plant, then they can join groups together and use the resources together.
There could also be something such as a breeding site. This will work much like
a dog breeding place. A university may take a flower with the permission of the
appropriate authorities such as some sort of a nature council made up of people
around the world. The university may then take the flower and help to make more
and more of the flower. They could then use these flowers for further
experimenting without damaging the Food Chains and Eco-Systems further, and
also helping to grow the plant population.
